The Annual Conference on the theme “Values, Trust and Technology in the Public Sector” was held by Astana Civil Service Hub on 13-14 June 2019 in Nur Sultan.
The Conference was attended by heads of authorized bodies in the civil service and foreign experts from 30 countries, as well as representatives of international organizations.
Mr. Alikhan Baimenov, Chairman of the Steering Committee of the Astana Civil Service Hub, Mr. Alik Shpekbayev, Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption and Mr. Yakup Berish, Resident Representative of the United Nations Development Program in Kazakhstan made a welcoming speech.
H.E. Mr. Larbi Djacta, UN Under-Secretary-General and Chairman of the UN International Civil Service Commission, performed as a special guest of the Conference.
Mr. Fadi Farra, the Director of “Whiteshield Partners” discussed the topic «Whole-of-Government Approach to Public Sector Policies» during the Hub-talks session. «Leadership, Values and Trust in Public Sector Reform» was reported by Mr. Alex Brillantes, President of the Asian Association for Public Administration. Mr. Neil Reichenberg, Executive Director of the International Public Management Association for Human Resources, was a speaker of International Panel with the theme «Recent Trends in Public Sector Human Resources Management».
The Conference also included speeches from Mr. Sayasat Nurbek, Head of Education Projects at “BTSDigital”, Mr. Daniel Cruysberghs, Advisor of the CEO of Director of JSC NAC “Kazatomprom”, Mr. Assylbek Kozhakhmetov, President of Almaty Management University, Mr. Wojciech Zielinski, Senior Policy Advisor of OECD Public Governance Directorate’s Reform of the Public Sector Division and Mr. Kepping Yao, Governance and Public Administration Expert of UNPOG of the UN DESA.
One session of the Conference was devoted to Gender Equality in Public Administration.
During the Conference, a Peer-to-Peer Learning Alliance was established based on the Effective Institutions Platform (EIP) methodology, implemented in the OECD Secretariat. The Alliance with the participation of Georgia, Armenia, Ukraine, Azerbaijan, Kyrgyzstan, Tajikistan and Kazakhstan is dedicated to Transformation and Innovations in Governance. The Alliance operates on «peer-to-peer» principles.
