The EIP Annual meeting was dedicated to the presentation of the report “Lessons Harvesting: Learning from P2P Engagements” which reflects the experience of international organizations, including the ACSH, in promoting peer-to-peer (P2P) learning. Participants also discussed effective tools to monitor and evaluate the P2P learning (MEL) for institutional change.
During the online EIP Annual meeting its Secretariat (based in HQ OECD) presented their achievements during the past year and showcased workplan for 2022. In addition, the EIP members and partners shared their experiences in promoting P2P learning and discussed the priority areas of engagement.
One of the sessions, moderated by the representative ACSH, was dedicated to the presentation and discussion of effective ways and principles of piloting the MEL tools, designed on the basis of observations and notes made during elaboration of the “Lessons Harvesting” report.
The report provides an overview of P2P learning best practices, ideas and lessons learnt, provided by the EIP Advisory Group members, namely by the Astana Civil Service Hub (ACSH); the Collaborative Africa Budget Reform Initiative (CABRI), South Africa; Local Governance Initiative and Network (LOGIN), India; the Centre for Economic Governance (CEG), Kenya; and Government Partnerships International (GPI), based in the United Kingdom.
The MEL tools and “Lessons Harvesting” report will serve as a basis for identifying effective P2P learning approaches as well as for monitoring and evaluating learning in order to make changes in institutional learning and at scale.

The Effective Institutions Platform (EIP) is an alliance of over 60 countries and organizations that support country-led and evidence-based policy dialogue, knowledge sharing and peer learning on public sector management and institutional reform. The EIP is supported by the Secretariat, based in the HQ OECD (Paris, France). The governance team of the OECD’s Development Co-Operation Directorate acts as the Secretariat for the EIP.
The Astana Civil Service Hub (ACSH) has been a member of EIP since 2015 and has been actively applying the EIP methodology “peer-to-peer learning”. The Hub launched three P2P learning alliances of practitioners in the field of public services delivery, e-government development, transformation and innovation in governance. The alliance includes 9 participating countries of the Hub (Azerbaijan, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Ukraine, Estonia) and three international organizations (AAPA, OECD, OGC).
The Hub was twice elected as a member of the EIP Advisory Group (2017-2018 and 2019-2020). Members of the group provide advice and guidance to the Co-Chairs and the Secretariat on the strategic and substantive direction of the EIP to improve its efficiency.
