HR problems in public administration were discussed at the ACSH panel session

Over 200 representatives of authorized government bodies, practitioners and experts from 10 countries of the region took part in the panel session “HR Processes in Public Administration: Challenges and Prospects” organized by the Astana Civil Service Hub (ACSH) and the Association of HR Managers of Kazakhstan within the framework of the international scientific and practical Conference “Modern Public Administration: Education, Science, Practice” of the Academy of Public Administration under the aegis of the President of the Republic of Belarus.

The purpose of the panel session was to exchange experience, knowledge and best practices, as well as search for innovative solutions aimed at developing human resources management (HRM) in modern conditions. The subject of discussion was the role of the HRM system in ensuring the efficiency of public administration.

In his welcoming speech, Chairman of the Steering Committee of the ACSH Alikhan Baimenov stressed that “the importance of human resource management is increasing in the current extreme situation faced by all of humanity, including civil services” and “the corporate culture of public administration and the effective functioning of the state apparatus will benefit if respect for the dignity, work, efforts and time of civil servants and citizens is instilled at all levels”.

Rector of the Academy of Public Administration under the aegis of the President of the Republic of Belarus Vyacheslav Danilovich in his welcoming message outlined the importance of partnership on the way to improving public administration system, and also wished all participants to be always at the forefront of management and maintain the spirit of finding of a solutions and creativeness.

Deputy Director of the State Personnel Service of the Kyrgyz Republic Oleg Tarbinsky noted that the exchange of experience organized by the ACSH is of particular importance in the development of neighboring countries, including the Kyrgyz Republic.

As a keynote speaker, Gulmira Raisova, President of the Coordination Council of the Association of HR Managers of Kazakhstan presented the results of a study on assessing the maturity of HR processes in Kazakhstani organizations carried out by the Association together with the Academy of Public Administration under the President of the Republic of Kazakhstan. This research was initiated by the ACSH to support the scientific school of public administration in Kazakhstan. The large-scale study involved 113 Kazakhstani organizations, over 5900 employees from the private, quasi-state and state sector, where a comprehensive methodology for determining the maturity and level of development of personnel processes was tested.

It should be noted that due to the high interest of the participants in this study, Chairman of the Steering Committee of the ACSH Alikhan Baimenov, proposed to conduct a similar analysis to assess the maturity of HR processes in the countries of the region.

During the panel session, leading experts and practitioners in public administration in the region shared their countries’ experience in implementing reforms in the field of HRM, digitalization of HR processes, as well as trends and current challenges in the development of human resources in the civil service. The speakers were Deputy Chairperson of the State Examination Center of the Republic of Azerbaijan Bahram Khalilov, Head of the Labor Relations Department of the Main Legal Department of the Ministry of Labor and Social Protection of the Republic of Belarus Irina Pyrko, Head of the Human Resources Management Department of the Civil Service Bureau of Georgia Gvantsa Beselia, Director of the Department of Strategic Development and International programs of the Agency for Civil Service Affairs of the Republic of Kazakhstan Azamat Zholmanov and Head of the Personnel Administration Department of the Civil Service Development Agency under the President of the Republic of Uzbekistan Ilkhom Kurbanov.

The panel session’s participants also had the opportunity to discuss and ask the speakers questions regarding current challenges and prospects, new strategies and tools in the field of HRM
